Question License Plate Kit?

I have been driving around now for about 3 weeks without a plate on. I know smart idea. Thankfully i have not been pulled over. I dont know how to screw my plate in. I bought a plate kit that is supposed to help out. It doesnt work to say the least. Anyone know how to screw in a plate with just two little rectangles and two bolts. Nothing else. Any ideas?

my license plate bracket fell off when I first got the car

I use a set of "spring loaded clips with a nut in the middle of it" for lack of a better term. I then use a moderately large washer combined with a small bolt and it seems to work really well.
