Without them the buyer will not be able to install the bar that holds the tire. Most sellers think its a part of the car and forget to include that part in the sale. What is in that photo are. 2 Bracket B's 4 Shims 4 Bolts 1 Strap Bracket A is what Bracket B bolts up two, See photo I am not trying to be a jerk but myself and others have purchased spares from here only to need to find Bracket A's after the fact.
