Whats the limits to 20" rims without having to roll the fenders or modifications? I am looking to go staggered...

depends more on the tire you want to run along with the offset. Width doesn't quite matter as much but is still important.

Constructive post - if you want your handling to go to crap and are intending to make a cruiser out of your 8, go with 20s and staggered. If you want a better handling car, you're going in the wrong direction.
